Inside Sales Representative

Samantha graduated from Virginia Tech in 2014 and has been with GovSmart since 2018. She learned the ropes within the purchasing department, but over the last year she has transitioned into a new role within the sales department. Samantha navigates the intricate landscape of government sales with finesse and a tenacity that has become her trademark. Each successful deal is a testament to her dedication, transforming challenges into opportunities.

When she isn’t wheeling and dealing, she can be found spending time with her husband and two children. Samantha is a die-hard sports fan and was the GovSmart Fantasy Football Champion of the 2023 – 2024 season (humble brag). She is a passionate supporter of the Virginia Tech Hokies, Washington Commanders, and Cleveland Guardians. When she isn’t spending time with family or watching sports, she enjoys spending time canoeing down nearby rivers and visiting local wineries and breweries.

Adam Sannutti

Client Success Manager – COCOM

Adam Sannutti joined GovSmart as a Client Success Manager on the DOD team after a 30-year military career. Adam enjoys engaging with clients, identifying gaps, seams, and opportunities to accelerate digital transformation initiatives. He seeks to create superior customer-first experiences, and unlock more value for clients, partners, and the industry at large.

Chad Frizzell

Client Success Manager – Army

Chad stands out as an accomplished expert in defense acquisition, executive IT solutions, and program management for the Department of Defense sector. His role at GovSmart, Inc. involves leading complex IT projects, skillfully managing them from inception to the delivery of robust solutions to Warfighters. His previous tenure at the Joint Special Operations Command was marked by strategic enhancements in procurement and fiscal management across the C5ISR Portfolio. In his capacity as an Assistant Product Manager for the US Army’s PEO C3T, Chad successfully expedited the agile development of an ACAT II Software Program of Record, delivering critical solutions ahead of time and under budget. With over 22 years in the military, his career is adorned with significant roles in acquisition, logistics, and training, contributing to increased operational efficiency and fortified international alliances.

Chad has a master’s in systems Engineering Management from the Naval Postgraduate School and a Bachelor’s in Aeronautics from Embry-Riddle Aeronautical University. He is a Certified ScrumMaster and holds several Defense Acquisition Workforce Improvement Act (DAWIA) certifications. His work is characterized by a keen ability to enhance team performance and foster transformative relationships, propelling organizational growth.

On the personal side, Chad is a dedicated family man, the proud father of two daughters Wren and Piper, and happily married to Caitlin. The family is joyfully anticipating the arrival of their third child in May.

Randy Berger

Federal CTO

Randy, currently serving as the Federal Chief Technologist at GovSmart, plays a pivotal role in spearheading cutting-edge technical solutions for federal enterprise clients in need of state-of-the-art data center technologies. With a rich and diverse background in enterprise information technologies, Randy has garnered extensive experience through his roles at Adaptec, Gadzoox Networks, EMC. 3PAR, and his most recent 12-year tenure as the Distinguished Federal CTO/Director at Hewlett Packard Enterprise in the North America office of CTO.

Throughout his career, Randy has been instrumental in assisting federal clients in implementing extreme edge solutions in space, as well as establishing large-scale data centers equipped with high-performance computing (HPC) and supercomputing capabilities. His expertise spans both civilian and Department of Defense (DOD) agencies.

Randy is recognized as a featured speaker at numerous major conferences, where he shares insights on the latest technologies, including machine learning/artificial intelligence (ML/AI), cybersecurity, and edge-cloud data centers. In addition to his dynamic speaking engagements, Randy has co-authored two books on enterprise storage and networking, further showcasing his commitment to advancing the field and sharing knowledge within the industry.

Matthew Reese

Inside Sales Support

Born and raised in Charlottesville, Virginia, Matt Reese joined the GovSmart team as Inside Sales Support for NASA and USDA. Matt’s academic journey started at Albemarle High School, graduating in 2019. Matt was a 3-year starter of the football team, earning the role of captain of the team, and was named an all-conference offensive lineman. After high school, he attended Shenandoah University, where he graduated in 2023 with a bachelor’s degree in business administration, as well as being a member of the starting offensive line.

In his personal time, Matt is a member of the gaming community. Additionally, Matt is an enthusiastic follower of NFL football, proudly cheering on the Baltimore Ravens through thick and thin. Matt also enjoys spending his time outdoors playing various sports and activities.

Kerry Rock

Solutions Architect

Kerry Rock is a highly experienced professional with 18 years of experience in the field of Information Technology. Kerry is also a proud US Army veteran, who has served their country with honor and distinction. In their free time, Kerry is actively involved in community and non-profit activities through their organization, DoGoodCville. Kerry’s dedication to giving back to their community is a testament to their character and commitment to making the world a better place.

Nate Thompson

Additive Manufacturing Specialist

Nate has been in the IT repair field for 20+ years, working with a wide variety of manufactures and equipment. For the last 5 years, Nate has been with GovSmart specializing in the Additive Manufacturing field.

Nate has strong customer service skills and knowledge while enjoying a hands-on approach. In Nate’s down time he enjoys making custom wooden American flags, woodworking, jumping on the Motorcycle and taking a relaxing ride as well as fishing and being a Girl Scout Dad.

Shaun Kennedy

Account Executive

Shaun Kennedy has been in the business of finding smarter, more efficient, and cost-effective solutions since he joined the GovSmart team in 2011 and had twins soon after. As an account executive, he uses the dedication and perseverance he honed as a jiu-jitsu blackbelt to streamline procurement processes and deliver what your organization needs, at the right time, at the right price, with the right level of support.

Shaun is like a tapas bar at a happy hour: there’s something there that everyone will love and want – have a connection to the military? So does Shaun (his wife is an attorney in the Army). From Texas, North Carolina, South Carolina, Louisianna, Kansas, Virginia, Hawaii, Florida, Pennsylvania, Italy, Europe, or Korea? Shaun lived there. Like golf, frisbee, or gin rummy? Shaun will play with you. Need hair-braiding tips? Shaun is a pro after his daughter’s toddler years. Besides probably having something in common with Shaun, he’s also the guy you can trust to take care of what you need to keep your organization excelling with all your IT and tactical needs. Plus, he’s got the best dad jokes.

Matthew DePuydt

DOD Chief Strategy Officer

Matt DePuydt joined the GovSmart team after a 25-year career in the U.S. Army. After retiring in June of 2023 as the CTO of the 75th Ranger Regiment, he immediately joined GovSmart. His position as DOD Chief Strategy Officer has him working with all of the Federal teams as a mentor, strategist, and liaison. His experience in Special Operations and military communications brings a wealth of knowledge and charisma to the team. Fun fact, he is an avid ice hockey player and enjoys duck hunting in his free time.

Matt resides in Wisconsin with his wife, Angie. They have one child, Christian, who is off to be a Naval Special Warfare diver this year.

Ricky Billones

Independent Lead Generation Manager

Meet Ricky Billones, one of the OG’s of GovSmart and master of all trades (well, at least the ones GovSmart needs him for). As the Lead Generation Manager, Ricky has a knack for turning leads into gold faster than you can say “government contract”. He has been with GovSmart since the beginning and worked with Brent prior to opening GovSmart. He’s one of the “Kitchen Crew” when GovSmart started working out of their kitchen. From kitchen crew to lead generation guru, Ricky’s journey with GovSmart has been nothing short of epic.

Outside of GovSmart Ricky is a loving husband to Melody and a father of two beautiful daughters, Meg and Mel. He’s an avid MMA fan and enjoys playing PC games.

Cullen Cargile

Channel Manager

Cullen Cargile, local to the Charlottesville area, has been at GovSmart for 5 years. After spending some time working on the sales floor, he made the move to the GovSmart Partner Alliances Team as Channel manager.

Robbie Lilliard

Robbie Lillard is a seasoned Account Manager with 5 years of experience at GovSmart, where he initially began as an Inside Sales Support. Despite entering the corporate world with no prior experience, Robbie’s dedication and hard work propelled him to his current role. Prior to his career at GovSmart, Robbie had a unique background as a professional fighter and owned an MMA gym. Opting to shift his focus to professional growth, he chose to channel his energy into building a successful career. Kelly Shifflett

Kelly Shifflett is one of the administrative wizards at GovSmart. For almost 2 years, Kelly has been the secret sauce behind the DOD team’s smooth operations. Before she became a paperwork ninja, Kelly spent a whopping 21 years as a radiology tech, dodging x-ray machines and trying not to glow in the dark. When she’s not ruling the office with her mighty keyboard, Kelly enjoys the peaceful life in Greene County, VA with her family. She’s a master multitasker, balancing work, family, and the occasional game of hide-and-seek with her husband (her kids are grown). With Kelly on your team, you know everything is going to be organized….and probably sprinkled with a little bit of humor (or sarcasm, depends on the day).

Ryan Payne

Ryan Payne is a Sales Representative with over 11 years of experience at GovSmart, specializing in providing exceptional support to clients in the government. Skilled at connecting customers with multiple solutions in a timely and cost-effective manner utilizing multiple OEM’s. When not at GovSmart, Ryan enjoys spending time outside with his Aussie, maybe one day he’ll start playing soccer again.

Emily Lincoln

Emily Lincoln, a dynamic professional with a passion for innovation and community building, proudly serves as Govsmart’s first employee, contributing to its growth and success from its inception. With a deep appreciation for nature, Emily finds solace in outdoor activities, whether it’s hosting pool parties, tending to her garden, or exploring the wilderness. Brent Lillard

Co-Founder and CEO

Brent Lillard, CEO and co-founder of GovSmart, Inc., has led the company from its modest start with just two employees in a home kitchen to a formidable presence in the Federal IT and tactical products sector, boasting $388 million in sales in 2023 and a team of over 80 dedicated members. His leadership is characterized by a steadfast commitment to fostering a collaborative work environment and upholding the values of integrity, teamwork, and continuous improvement. Brent received recognition among the 2018 AFCEA 40 under 40 for his significant contributions to the industry.

Brent’s journey into the world of information technology began in his early teens. Born and raised in Madison, Virginia, he was already working as a technician at a local computer store by the age of 14 and had ascended to the role of Director of IT for a significant company in his hometown before venturing off to college. He attended George Mason University, where he graduated in 2006 with a Bachelor’s Degree in Integrative Studies, focusing on IT, specifically Internet and Multimedia. The early exposure to the IT field, coupled with his entrepreneurial ventures in website design and computer repair, laid the groundwork for his later venture of supplying technology solutions to the government sector.

Parallel to his professional accomplishments, Brent has cultivated a deep-rooted passion for martial arts, particularly Brazilian Jiu-Jitsu. Starting his training at George Mason University in 2005, he earned a black belt in Gracie Jiu-Jitsu under Pedro Sauer in Brazil by January 2018. His commitment to the discipline led him to co-found and manage Gracie Charlottesville, which has been recognized as the “Best Martial Arts School” in Charlottesville for three consecutive years and serves over 400 students, reflecting his dedication to the sport and the community.

Brent lives in Keswick, VA with his wife Jessica and their two sons, Locklan and Decklan. Outside of his family and professional pursuits, he enjoys spending time snowboarding, driving performance cars, playing music, golf, and computer games.

Mohammad Merwais

Inside Sales Support

Mohammad Merwais is a versatile professional with a bachelor’s degree in English Language from Kabul University. His career spans various industries and roles, showcasing dedication and adaptability.

Currently serving as an Inside Sales Support at GovSmart, Mohammad works with our team to update our products on our various contracts to keep the latest technology offerings to our customers.

Previously, he worked as a Relief Transit Operator, ensuring safe transportation for customers, and as a Security Officer, conducting patrols and providing assistance in security matters.

Mohammad has also excelled in administrative and managerial roles, overseeing waste management, office security, and educational programs at previous companies.

With linguistic proficiency in Dari, Pushtu, English, and Hindi, Mohammad brings a unique and diverse skill set to our professional setting.

Bryson Kirby

John Chandler is the Inside Sales Representative for the USDA & NASA accounts at GovSmart, Inc., leveraging over 6 years of experience in IT sales, with a focus on serving the Federal Government for the past 3 years. He holds an associate degree in business administration from Piedmont Virginia Community College, graduating in 2015.

Outside of his professional endeavors, John finds joy in spending quality time with his family – his wife, son, and their dog and cat. An avid sports enthusiast, he relished opportunities to hit the golf course or basketball court with friends. John is a proud supporter of the University of Virginia, Go Hoos!

Tom O’Connell

Director of Civilian Sales

Tom O’Connell, born in Worcester, Massachusetts in 1989, is a seasoned professional in the realm of civilian sales, currently serving as the Director of Civilian Sales at GovSmart, Inc., located in Charlottesville, Virginia. His journey from his New England roots to his leadership role in Virginia is a testament to his dedication and expertise in the field.

Raised in Massachusetts and New Hampshire until his relocation to Charlottesville in 2002, Tom’s early years were marked by a blend of diverse experiences and environments. He graduated from Monticello High School in 2007 before embarking on his academic pursuits at Longwood University, where he pursued dual majors in Business and English from 2007 to 2012.

Tom’s career trajectory at GovSmart, Inc. commenced in 2018 when he joined as Inside Sales Support, a role facilitated by the mentorship of Account Executive Zach Palmer. Swiftly recognizing Tom’s potential, he was promoted to Inside Sales Representative, with a primary focus on the Department of Agriculture, after the Federal Fiscal Year of 2018.

Through his unwavering commitment to mission-driven objectives, Tom cultivated and strengthened GovSmart’s relationship with the Department of Agriculture, enhancing the company’s capacity to support the agency’s needs. His professional journey intersected with a significant personal milestone when his son, Archer, was born on March 29, 2019.

As Tom’s responsibilities expanded, he took charge of managing and amplifying GovSmart’s business ventures with both the Department of Agriculture and NASA by the end of the federal fiscal year of 2019. In the following fiscal year, he assumed the responsibility of nurturing GovSmart’s ties with the Small Business Administration, crucially contributing to the expansion of the DCMS 2.0 to aid in initial Covid-19 relief efforts.

Tom’s proactive involvement in supporting the SBA’s initiatives, including the Shuttered Venues Operations and Grants, facilitated the distribution of millions of relief dollars to small venues in need. By the conclusion of FY20, his exemplary performance led to the establishment of the Health and Science division at GovSmart, with Tom appointed as its lead. His account coverage spanned across various agencies, including HHS, DOE, NASA, USDA, NSF, SBA, and other independent agencies.

In FY21, under Tom’s leadership, the Health and Science division witnessed growth across all accounts, with notable projects such as the Community Navigator program implementation at SBA and the teaming award for CDW’s ICPT ORNL 2 contract for DOE standing out as impactful endeavors.

The momentum continued into FY22, as Tom forged valuable relationships across additional civilian accounts, including Transportation, DHS, and DOI, among others. Recognizing his contributions and leadership qualities, GovSmart underwent an internal reorganization at the end of FY22, culminating in Tom’s promotion to Director of Civilian Sales.

In FY23, armed with a focus on Agile app development and workflows, coupled with a steadfast commitment to mission objectives, Tom spearheaded yet another period of growth for GovSmart. Notable among the accomplishments was GovSmart’s selection as one of four awardees on SBA’s Cloud BPA, with an expected ceiling of $580 million.

Adam Deane

Chief Experience Officer

Adam Deane, a native of northern Virginia, currently serves as the Chief Experience Officer for GovSmart, Inc. After getting his start in the FED IT business working with notable industry leaders in the space, Adam came to GovSmart in the early start up phases.

Alongside a career at GovSmart, Adam achieved the rank of black belt in Brazilian jiu-jitsu and currently owns a Jiu-Jitsu academy alongside two other GovSmart employees. Prior to starting his career, Adam worked as a magician and still is often found with a deck of cards, performing magic for customers, partners, or any strangers alike.

Colin Gay

Inside Sales Representative

Colin Gay brings a wealth of experience from his 25-year tenure at Woodberry Forest School, where he excelled as both a teacher and coach. Transitioning to GovSmart, Colin now supports the Navy and Marine Corps accounts with precision and dedication.

Colin’s passion for education and mentorship has defined his career, leaving a lasting impact on students and colleagues alike. At GovSmart, he applies his strategic mindset to ensure seamless service delivery and client satisfaction within his accounts.

Yash Rao

Yash Rao has been an Inside Sales Support at GovSmart, Inc. since January 2023 and is now part of the civilian team. Initially laser-focused on growing the DOT account, his efforts resulted in exceeding the 7-million-dollar mark in revenue within his first year. Yash now leverages his 7 years of coding experience and extensive IT knowledge to support all civilian growth accounts at GovSmart. Jake Rutledge

Account Manager

Jake Rutledge is an experienced Account Executive who is relentlessly striving to deliver the best results for each of his customers. With experience in Data Management, Data Protection, Kubernetes, Cloud Services and more, he can help find the best fit for each unique scenario and need. He will also tap into his prior experiences as an Air Force Veteran, a Political Campaign Manager, and a DC Intern to deliver federal outcomes.

Jake resides in Austin, TX with his wife and two daughters. He has completed both his Undergraduate in Political Science and his master’s in public administration from the American Military University. During his downtime, he can usually be found working on home projects, driving the kids to one of their extracurricular activities, or trying new BBQ techniques.

Brenna Reilly

Account Manager

Brenna Reilly is an accomplished Account Manager at GovSmart, Inc., showcasing exceptional dedication and expertise in her role. Her rapid advancement from Inside Sales Support to Inside Sales Representative and then to Account Manager within three years is a testament to her outstanding performance and commitment.

In her current role, Brenna supports federal Systems Integrators, consistently exceeding customer expectations and delivering tailored solutions. Notably, her largest account, Northrop Grumman, has dubbed GovSmart as a World Class Team Supplier due to Brenna’s hard work and dedication. She has expanded her client base to include Boeing, Peraton, CAE, and many more, further demonstrating her ability to cultivate strong relationships and drive growth.

Beyond her professional achievements, Brenna enjoys spending quality time with friends and family at local breweries, as well as cherishing one-on-one moments with her son. Her dedication to both her career and personal life is truly admirable, making her a valued member of the GovSmart team.

Wafi Niazi

Accounts Receivable Manager

Wafi Niazi is a multilingual Accounts Receivable professional with over 6 years of experience, providing exceptional client service. He is currently the Accounts Receivable Manager at GovSmart Inc., where he handles invoice processing and resolves invoicing queries, while overseeing product tracking and account collections. Wafi is detail-oriented, self-motivated, and highly organized. He is fluent in English, Pashto, and Dari, with Arabic proficiency coming soon.

Wafi holds a degree in Business Administration from Kardan Institute of Higher Education in Kabul, Afghanistan. He is proficient in MS Office, QuickBooks, and Microsoft Dynamics. He has a proven track record of increasing productivity and accuracy.

Katherine Shifflett

Account Manager

Katherine Shifflett is the COCOM Account Manager on the DOD Team at GovSmart, Inc. She started with GovSmart in 2021 on the sales floor and took over the COCOM Account in 2023. Prior to GovSmart, she taught Kindergarten and first grade at a local elementary school. Katherine is a Charlottesville native and graduate of UVA. She has two beautiful daughters and enjoys reading and running in her free time. Sarah Schilmoeller joined GovSmart’s Purchasing Team in 2022. Sarah prides herself on being the sales support for our Virginia Beach satellite office. She was born and raised in Virginia Beach, VA and has worked in many different industries including retail, hospitality, and disaster/storm restoration.

Outside of her career with GovSmart, she enjoys spending time with her husband and three boys. Sarah’s hobbies are reading, crafting, and traveling. Her and her family spend most of their spring and summer traveling for youth baseball.

Kenny Towns

Inside Sales Representative

Born and raised in Burke, VA, Kenny pursued excellence both academically and athletically at the University of Virginia, where he played baseball and was later drafted by the Los Angeles Angels in the 2015 MLB Draft.

With over 5 years of experience in the IT reseller industry, Kenny brings a wealth of expertise to his role as an Inside Sales Representative at GovSmart, serving client within the Department of Commerce, Department of Justice, Department of Homeland Security, and U.S. Courts.
Outside of work, Kenny enjoys cooking and playing golf.

Wally Harlow

Inside Sales Support

Wally, a native of central Virginia, joined GovSmart in October, bringing with him experience from his previous role as a sales rep for a local concrete/masonry company. Currently serving as inside sales support, Wally enjoys spending time outdoors, particularly hunting, and actively participates in his church community. Outside of work, he treasures moments spent with his wife Suzie and their daughter Priscilla.

Jackie Carter

Originating from Guadalajara, Mexico, Rich Reif moved to his current residence in Virgina Beach in 1976. He is a Senior Account Manager for GovSmart, Inc., with 8 years of experience at GovSmart. He has an extensive background in the IT industry having worked within it since 1992. Rich specializes in providing exceptional support to his clients in the government, commercial, and private sectors. He uses his strong relationships with manufacturers and vendors to help customers create solutions and maximize value for customers.

When Rich is not in the Virginia Beach satellite office, he enjoys spending time with friends and family, traveling, playing pickleball, beach volleyball, and surfing.

Darshaun Delaney

Inside Sales Representative

Darshaun Delaney is a dedicated Sales Representative to the United States Air Force (USAF) at GovSmart, Inc., where his expertise in aviation and military needs drives successful strategic initiatives. With a background as a certified BMW technician and an education from BMW Technical School, Darshaun brings a unique blend of technical skill and customer service excellence to his role.

At GovSmart, Inc., Darshaun leverages his passion for aviation and technology to secure key contracts, demonstrating a commitment to excellence and strategic thinking. Toni Dowell

Office Coordinator

Toni Dowell is a versatile professional serving as the Office Coordinator, Front Desk Receptionist, and Purchasing Agent at GovSmart. In her role, she greets visitors with warmth, maintains office supplies inventory, and manages vendor relationships with precision. Toni plays a pivotal role in ensuring smooth office workflows and coordinates GovSmart’s annual Thanksgiving Turkey Give-Away, reflecting her dedication to community engagement.

With an extensive 25-year career in the advertising industry, Anna Lanciano garnered invaluable experience. Also, a stint with a thriving internet company and collaboration with her husband on their small business, she joined GovSmart in June 2018. Outside the professional realm, Anna enjoys the exhilarating world of sports during football and basketball seasons. In her creative sanctuary, the basement, she indulges in crafts to fuel her creative spirit. This fusion of professional and personal passions defines Anna’s journey, creating a fulfilling life.

With over 13 years of law enforcement experience of specializing in detective work and serving as a SWAT operator and first line supervisor, Timothy Carrico provides the Tactical Sales team with a unique perspective and skill set in navigating complex sales environments.

In his free time, Timothy is a passionate practitioner of Brazilian Jui Jitsu. Not only does Timothy hold a black belt, but he also owns Lake Jui Jitsu gym, where he fosters growth and community within the martial arts world.

Timothy Salefsky

Tim Salefsky, a dedicated member of the GovSmart team since 2022, supports the Civilian sales team as Inside Sales Support. He earned his bachelor’s degree in physiology at the University of Arizona.

Outside of work, Tim prioritizes family time with his wife and two daughters, Lily and Ellie. He enjoys hiking in nature and refining his golf skills in his leisure time.

Vallarie Johnson

Accounts Receivable

Vallarie Ayres Johnson joined the GovSmart team in February of 2021. Former positions in Office Management, Accounts Payable and Accounts Receivable provided a strong foundation for her current position in Accounting. Vallarie is a devoted wife, mother, and grandmother. Her greatest joys are her family and her church.

Hameed Mohammadi

Accounting Assistant

After attending Rana University in Kabul, Afghanistan to obtain his bachelor’s degree in business administration, Hameed Mohammadi began his career as a Linguist and Cultural Advisor for Titan, Inc. from 2006 to 2014 with the U.S. Army.

He later worked as Technology Support for Wise Global Technology and obtained Microsoft Certification. With a sudden career change, Hameed left the technology field to join the business field. His recent tenure was as an Accountant for a small company in Kabul from 2014 to 2019 before moving across the world to the United States.
Since moving from Afghanistan to the U.S in November 2019, Hameed settled in

Charlottesville, VA with his family, where he joined the GovSmart family in February of 2020 as Accounting Assistant.

Keith Willams is a Senior Account Manager with over seven years of experience at GovSmart, specializing in providing exceptional support to clients in the government and private sectors. He has an extensive background in the IT industry having worked within it since 1992. Adept at navigating the complex landscape of government acquisition and helping customers create solutions for their work environment while leveraging strong manufacturer relationships to maximize value for customers.

When not at GovSmart Keith enjoys spending time with family and friends, traveling and exploring, golfing and staying active outdoors, and pursuing artistic endeavors, including creating artwork.

Ryan Johnson

Executive Assistant

Ryan Johnson is an accomplished Executive Assistant at GovSmart, where she plays an integral role in supporting the organization’s operations. With a keen attention to detail and exceptional organizational skills, Ryan ensures the smooth functioning of daily tasks and operations.

Outside of her professional endeavors, Ryan considers herself a devoted Swiftie, demonstrating her love for Taylor Swift’s music and artistry. When she’s not immersed in her work or enjoying Taylor Swift’s latest album, Ryan loves to spend quality time with her amazing son, Cooper, and her two dogs. Family remains a top priority for Ryan, and cherishes every moment spent with her loved ones.

Edwin Otero

Jr. Solutions Engineer

As a cybersecurity degree holder with a decade of experience on the T-Mobile sales floor, Edwin mastered the art of blending technical prowess with sales insight to find the perfect solutions for our clients. His role as junior solutions engineer revolves around securing networks, pinpointing customer pain points, and ensuring the sales team has the knowledge and support needed to succeed. Outside of work, Edwin’s passions for travel and overcoming unexpected challenges (like the mysterious disappearance of his kayak and bike in one night) fuel his approach to both life and work. Corey Prentiss is a seasoned Inside Sales Representative with a passion for driving results and exceeding customer expectations. With five years of dedicated service at GovSmart, Corey has demonstrated exceptional skills in building strong client relationships and achieving sales targets.
Outside of the professional realm, Corey is a true aficionado of the gaming world, spending countless hours exploring virtual realms and mastering various gaming platforms. Additionally, Corey is an enthusiastic follower of NFL football, proudly cheering on the Philadelphia Eagles with unwavering loyalty.

Corey’s academic journey led him to Longwood University, where he graduated in 2019 with a bachelor’s degree in business. During his time at Longwood, Corey pursued a dual concentration in Management and Marketing, honing his strategic thinking and business acumen.

Josh Quinton

DOD Sales Enablement Manager

Josh recently retired after a successful 30-year career in the United States Army. Josh served as an infantryman for the first part of his career, then changed his career field to paralegal. Josh deployed to Bosnia-Herzegovina, Kosovo, and served two tours in Iraq. Josh finished his career serving as the Command Sergeant Major for The Judge Advocate General’s Legal Center and School in Charlottesville, Virginia. He joined the GovSmart team in November 2023. Josh is married and has three children.

Kristen Davis

Purchasing Assistant

Kristen Davis is a dedicated Purchasing Assistant with a passion for ensuring streamlined procurement processes and optimizing supply chain efficiency. With two years of experience in the field, Kristen has demonstrated a keen eye for detail and a proactive approach. In addition to her professional endeavors, Kristen is a devoted wife and mother, balancing her career aspirations with the joys and responsibilities of parenthood. Outside of work, she enjoys spending quality time with her family, exploring new hobbies, and recently became a Girl Scout Troop Co-Leader

Andrew Polson

Director of Channel Partnerships

Born and raised in Charlottesville, Va, Andrew joined GovSmart in the summer of 2015. After a successful career as an Account Manager on the FedCiv Team, Andrew jumped at the opportunity to lead GovSmart’s Channel efforts in January 2023. A proud husband and father of 3 boys, Andrew enjoys coaching his son’s sports teams, rooting for the University of Virginia Cavaliers, and playing golf.

Kim Martin

Director of Learning and Development

Kim Martin is an Industrial and Organizational Psychologist with experience in healthcare, higher education, and information technology fields. Kim started her career as a field sales representative, then moved into contract negotiations with health systems and state governments for higher education clients. Once receiving her MS in I/O Psychology from GCU, she began training field representatives like herself. After coming to GovSmart, Kim moved into learning and development, creating GovSmart onboarding and continuous employee training programs.

Outside of work, Kim has three sons and a daughter that create a happy and full home. She coaches youth basketball and Special Olympics in the Charlottesville community. When she is not volunteering, she enjoys playing basketball with coworkers and running with her two dogs.

Matt Whitten

Sales Operations Manager

With nearly two decades of customer service expertise and a background in IT and electronics, Matt excels in problem-solving while fostering a positive customer experience. As the Inside Sales Team Lead, his adeptness in technical matters allows him to navigate complexities effortlessly, ensuring swift resolutions and satisfied customers.

Outside of his professional endeavors, Matt finds solace in various hobbies. He remains an avid gamer and actively participates in sports. Most importantly, Matt treasures moments spent with family.

Matt Keyser

Associate General Counsel

In his 22 years at State Farm Insurance, Matt held a wide variety of roles. He represented the company and insureds in all stages of litigation as a member of the Corporate Law Department. He also shared his expertise in contract, legislative and regulatory interpretation. Matt managed litigation across the country in some of the most challenging jurisdictions, evaluating cases, hiring outside counsel, and responding to inquiries from regulators. Matt handled a myriad of issues on behalf of the CEO and members of the executive office.

At CFA Institute, Matt was responsible for updating and improving the application process for the 250,000 CFA charter candidates worldwide. He assembled a global team made up of Industry Leaders, Executives, and members of the Board of Governors to review current standards for membership and make recommendations for improvements. His experience with regulatory compliance and process improvement yielded unprecedented results in the performance of the teams he supervised.

In the summer of 2022, Matt joined the GovSmart family using his skills and experience to help build the legal department with an emphasis on our relationships with our suppliers. He has also had an immediate impact on making sure GovSmart is able to provide the best possible outcomes for our customers. Matt loves what he does and gets the most satisfaction out of serving those that serve their country and their community.

Tom Barrow

General Counsel

Tom Barrow is the General Counsel and Government Contracts Attorney for GovSmart, Inc. In that role, he oversees contract proposals, works with project management and sales staff on contract performance, and handles contract litigation including claims, protests, and other issues. As the General Counsel, he advises company leadership on employment law, real estate law, federal firearms regulations, and other issues as necessary.

Tom retired from the Army in 2019 after twenty years of active service, including tours at Forts Hood, Bragg, and Polk as well as Korea and Afghanistan. He served as a professor and vice-chair for the Contract and Fiscal Law Department of the Judge Advocate General’s Legal Center and School and finished his career as a government contracts attorney for the Space and Missile Defense Command at Redstone Arsenal in Huntsville, AL.

Tom is a graduate of the University of Alabama and the College of William and Mary School of Law. He currently lives in Charlottesville, VA with his wife and three children.

Phil Geer

Director of Compliance and Programs / Facility Security Officer

Phil, a Master of Public Administration degree holder from Virginia Tech, leads the charge on proposal development and quality compliance at GovSmart. He is a certified Project Management Professional (PMP) with expertise in local, state, and federal government operations. Phil’s not just about business—he’s a family man who enjoys spending time with his wife and two children, is an avid Hokie sports fan, and dabbles in furniture wood crafting. Phil’s your go-to guy—blending pro skills with a laid-back vibe.

Brandon Lilliard

Sr. Dir. of GovSmart Tactical

Brandon Lillard comes from 25 years of law enforcement experience. Brandon worked his way through the ranks with the Madison County Sheriff’s Office in patrol, SWAT, and the criminal investigations division. He later retired with the Fauquier County Sheriff’s Office. Brandon spent 8 years sworn with the FBI and was assigned to the Washington Field Office as part of the violent crimes task force. Brandon served as lead detective while supervising other detectives on the most violent of crimes. He has travelled the country investigating numerous types of crimes, while networking with other state and federal agencies. Much of his career revolved around his time in SWAT; from being a sniper, to entry operator, and onto team leader. Brandon is a DCJS certified firearms instructor, armorer and has trained hundreds of law enforcement officers on the range in pistol, patrol rifle and precision rifle weapon systems. Brandon speaks the language of the SWAT operator and with his experience in the field, he understands the needs of your team.

Jason Gaviria

Director of DOD Sales

Jason Gaviria is the DOD Director of Sales for GovSmart, Inc. He is an experienced sales professional with a demonstrated history of providing IT solutions and customer support to the DOD and IC. He utilizes his expertise in crisis management, negotiation, sales, intelligence, and business development to maintain a track record of year-over-year sales growth.

Presently, Jason leads, manages, and mentors a team of sales professionals to support the DOD community and its mission. In addition, Jason is responsible for growing and maintaining manufacturer relationships with more than 100 unique solutions partners.

Jason was born in Queens, NY and then moved to Cooperstown, NY. Jason came to Virginia to attend Old Dominion University. While at ODU, he met his wife Kari and followed her to Madison, VA, where they currently reside with their two sons, Ryker and Crew. He is now a self-proclaimed country boy and a proud chicken farmer.

Hamza Durrani

Co-Founder and CFO

Hamza Durrani is the co-founder and CFO of GovSmart, Inc. He attributes GovSmart’s success to having a great team, staying customer-focused, and simple persistence. When he is not working, he enjoys spending time in the great outdoors and often draws inspiration from nature to help guide his leadership style. Hamza holds a Bachelor of Arts Degree from Radford University and a blue belt in Brazilian Jiu-Jitsu under Pedro Sauer.

Glenn Williard

Chief Operating Officer

Glenn Willard is the Chief Operating Officer for GovSmart, Inc. He also serves as the Program Manager for their SEWP V, CIO-CS, and GSA 2GIT GWACs. As one of the original team members at GovSmart, he has grown with the company and has changed roles from Senior Account Manager, to Business Development Manager, and Vice President of Sales before stepping into his current position. In his free time, he enjoys live music and playing guitar and drums.

Daniel Smith

Director of Accounting

Daniel Smith, GovSmart Inc.’s Accounting Director, graduated from Virginia Tech in 2009 with a BS in Finance. He manages all aspects of accounting within GovSmart with the support of his brilliant team. When Daniel is not in the office, he loves to spend time with his family. He is also an avid outdoorsman and enjoys working out and staying active.

Lauren Cappa

Inside Sales Support

Lauren Cappa joined GovSmart’s Sales team in 2022, bringing more than 20 years of management, technical support, and customer service experience. She seamlessly transitioned from these roles to becoming an integral part of the government contracting missions for key accounts on the Energy Team, including DOE, NSF, NARA, FERC, and NRC.

Recognized for her adeptness in relationship building, project management, and continuous improvement, Lauren plays a pivotal role in the team’s success. Her background as a Communications Director, Interior Design Manager, and Technical Support/Product Specialist brings a diverse perspective for her customers seeking solutions unique to their individual missions.

With a genuine passion for making a positive impact and helping others, Lauren stands as a dedicated professional to everyone she encounters, offering a blend of experience, skills, and an unwavering commitment to excellence.

Family stands as the cornerstone of Lauren’s values, and she cherishes every moment with loved ones. Her interests alongside her family extend to mycology, geology, and the cultivation of edible gardens, reflecting a down-to-earth connection with the natural world. She loves learning more about the beauty of our planet through the eyes and wonder of her nephews and niece and finds joy in the art of furniture restoration and works of literature.

Seth Berl, Ph.D.

Chief Technology Officer

Dr. Berl is the Chief Technology Officer at GovSmart, Inc. where he provides his technology, scientific research, and academic expertise to identify products and services, build partnerships, and lead innovation with a future strategic vision. He routinely works with account managers, partners, and customers to plan and implement projects with US Federal Government civilian agencies and the Department of Defense clients to solve complex technical problems and business challenges.

Dr. Berl has a formal education in physics and electrical engineering with his Ph.D. and M.A. in experimental atomic physics earned at the University of Virginia and dual B.S. degrees in electrical engineering and physics with a mathematics minor at Old Dominion University. He has worked on projects led by various government agencies, including: DARPA, NSF, DOE (Jefferson Lab), NASA, and Air Force. Using his scientific, engineering, and problem solving skill-sets, he founded and operated a technology consulting company with clients including Fortune 500 companies prior to his tenure at GovSmart.

Some of Dr. Berl’s business and technology interests include, but are not limited to: high performance computing, enterprise networks, storage systems, cybersecurity, software development, embedded systems, data science, aerospace/defense satellite communications, research & development, and general problem solving. Dr. Berl assimilates and integrates his expertise into GovSmart and client endeavors while enabling over $260 Million in revenue in 2021 with an expected growth of 15% year-over-year. He always welcomes new opportunities and considers it a privilege to contribute to any client project with GovSmart.

When not at GovSmart, Seth can be found enjoying tennis, guitar, rock climbing, hiking, traveling, and spending time with family and friends.
